56 out of 28000 - not exactly overwhelming majority. But it could still happen.
To clarify some of what has been discussed above -- There aren't enough Anime collectibles (at least those that seem to interest our members) to warrant subforums under Anime. Statues, 1/6 and smaller scale action figures would go together and I'm sure there would be some days with nary a post.
A bit fair to expect all 28,000 members of the forum to vote, especially since I'm guessing the majority do not visit this website at all or have not in years. How can we expect people who do not post anyway to contribute to this discussion if they do not contribute at all As for proportions it should make sense that those who vote are essentially a representation of the majority. Not everyone votes for president and the government feels no need to force every single citizen to vote because it is not necessary.
As for there not being enough interest to have split boards, that's hard to say considering people have not had a real way to express those interests yet, but I doubt anyone, at least not me, will object to the board being a single board. All people want here is the anime and manga equivalent to the video game board, of which is also all forms of related discussion (actual video games, series of video games, figures of video game characters, statues of video game characters, fanmade stuff, etc...) put into one. Some threads there are devoted to the game, some are to figures, and some fall in between. There are some general threads there and then some specific ones too. That works excellently.
I guess because I am not an administrator I just fail to understand what the problem is? Does all hell break loose if a new board is created? I don't understand what negative consequences there could be. People that like anime start posting there? Not that many people post there? Is there actually anything wrong with either of those things? One result could be video game board, the other is Whedonville, and both of those exist already.
If you need help or something I'm sure us anime fans will contribute however we can.
And as a side note, if the number of votes ACTUALLY mattered then this thread would have been stickied right? Of course it's going to fall off the first page when there's nothing to discuss aside from "I don't want it/I do want it/I do want it and why isn't it here yet?" It would need to be brought to people's attention if you're curious what more people think. For example I never visit the Star Wars boards. I have no idea what kind of petitions they're trying to do, if any at all. Maybe they want to split the board up so that movie related stuff is in one and the novels in another? I would have no idea.
Edit: I apologize if it seems like I'm pressing a point or being pushy, but it's kind of hard not to be when progress has been observed (I remember trying this long ago and it was shot down immediately. To see a poll here and have the results be so positive is very meaningful for me). It would be nice to know what's going on or what needs to be done. I can think of some of the instances where I've PM'd people because I wanted to discuss something anime related with them and I knew it wouldn't happen in actual threads here. The idea of an anime community surfacing and developing among the Freaks is something I think would be really wonderful and something I would love to see.

To answer the question - why is it a big deal -
The more sections you have the harder it becomes to navigate the forum, especially for noobies.
Any time a new forum is created it is because the topic has become very popular and new posts are filling up the first page of General. Obviously this is not the case with Anime.
But I haven't dismissed the idea...

I think you can attract a lot more visitors to SSF with a dedicated anime section. Anime isn't a niche interest like Whedonville. In fact, the web is teeming with anime enthusiasts and unapologetic weirdos who'd like a place for discussing anime-related collectibles. No one's going to regard SSF as the go-to place for discussing this stuff with just a single thread in the General Discussion area .
