Not sure how the action in the X-Men movies vs. TWS is even debatable. The Fury car scene in TWS alone is better than anything in the X-films.

The action/fight scenes are one of the areas the X-Men films generally lack in to me, even in their strongest films (X2 and First Class).

TWS's action and fight scenes were amazing almost all the way through.

Picking on X-Men 1 is mean.

It was the first Marvel "superhero" movie (I don't really count Blade) AND it was the first superhero team movie of any kind (that got a theatrical release anyway.) I don't fault them for starting small. But "zzzz" and "squeak squeak" lol!

Wire work was also stunning, I could easily sympathize with actors and imagine myself being stuck in those wires doing stunts.
Brilliant, just brilliant.
