Overrated movie...
Plain and simple.
Pacino and his horrible "Puerto Rican" accent. It was bad enough years before he tried a Cuban accent and failed. But at least Scarface was given cult recognition over time with the popularity of ghetto trash who would like to buy jackets with Tony Montana prints, rappers who had to boast about something Scarface in their "crib," and the on-going growth of the movie's fame over time.
Carlito's Way is just bad movie making. You are correct about the arc of Carlito's character and moreover, the foolishness in the writing. The acting is just laughable at times and the shots were just bush-league, grade-school film making.
I like Pacino, and "Dog Day...," or "Serpico" characters in 1/6 form for me would be way more interesting and meaningful when we're trying to place focus and depth in a collection. Well, mine at least.
The best part of the movie too me by far was S.Penn. The movie too me should have been called, "David Kleinfeld's Way" more than "Carlito's."
His story arc was far more interesting, better acted, more entertaining and written better. I don't know if the screen play somehow lost the feel of the novels, yet again, those too me weren't that fascinating either.
In summary, Pacino doing another bad spanish accent just does not do it for me. Yo soy boricua and proud of it... yes, I stated that I'm Puerto Rican. And the truth is; the times he tried to either talk spanish were cringe-worthy or laughable, and at times, the accent he tried to pull off was either sublime or comedic.

It's about some 'thug' on the streets who was jailed and continued to be a complete dope. Nothing redeeming, nothing inspiring and completely overrated. It's funny, why is it people from NY try to defend this movie's "greatness?" When I'm in BK or Queens with my sis and other ghetto fam, they insist that this is a stellar film, but when I talk to other film buffs elsewhere around the country, they trash it left and right and agree with me. It's like there's some sort of attachment with this film by NY, Ricans... And I don't care how many quotes from this movie were attached to Jay-Z albums or used for skits between his tracks. Meh.
Bueno, que se puede aser? Nada...
