In the comics, Bucky appears to die during World War II. His body is actually retrieved from the ocean by the Russian military in a similar way to how Captain America was discovered by the Americans. The Russian government brain washes Bucky and trains him to be the ultimate assassin; The Winter Soldier. They preserve him in some form of cryogenic chamber, unthaw him for an assassination mission, and then freeze him again until his next mission. This is why he has only aged 2 or 3 years in 70 years. Essentially, Bucky is the Russian equivalent of Captain America, minus the serum.
