The harnesses are still there. It's the TFA suit.

Ok, on closer inspection the red harness is still there in part

Pants are different, much more like the Avengers suit than the TFA pants
Shoulder pads are built into the suit, not overlaying
Extra red strips on the sides
The way the mid section blends into the rest of the blue suit is different

It's a modern upgrade, not the original

It's just concept art. The concept art of the TFA suit was like this, much more slim

Agreed, but it was still close to what we got

This might be concept art, but the WS suit is spot on, the artist isn't going to go off design style guide. It is an update, expect at least 2 'new' different costumes in Cap 2
