I think it's more of a Cap movie because of the inclusion of Bucky and crossbones. If they didn't concentrate on any of Caps side stories it may have been Avengers: Civil War. There will be more to it than just Steve vs Tony.

We know Vision, Ant-Man, Black Panther, Scarlet Witch, Winter Soldier, and Ross are all going to be present in Civil War..I wonder if they will do a CW fig so soon for Vision and Scarlet Witch after doing an AOU version? A CW Winter Soldier, Black Panther, Ant-Man, and Ross fig from HT would be nice!
