So from numerous sites I'm reading Zemo is definitely a horrible villain. The overall consensus from the guys at collider is that he's really the only problem with the movie and they claim him being in the movie is the reason why they don't consider it the best Marvel movie yet. Everything else they loved and gushed about though.

Not horrible, just underused/boring, which makes sense since he's in it for about 10 minutes or so. Some say he's even better than Loki though. According to the rumours, he's being set-up as a big bad, which makes sense considering that he's the closest Marvel has to Doom ATM. I guess we'll see in a couple of weeks which one is right.
I read some opinions saying he's on Malekith's level. But if this isn't a one and done situation then that's good news.

I just hope they don't kill him off. Marvel needs a good villain to stick around for a while.
Just watched the Jeremy Jahns review for this and he said Zemo is forgettable. He really liked the movie, but said Zemo did not need to be in it.
