I was thinking the same thing about Cap. The main battle in AOU and he goes in helmet less. I would have laughed my head off if he got taken out by a blow to the head. I loved that he kept his helmet on for every fight in Civil War.
I think Cap is still underpowered compared to his comic self.

How so? Comic Cap (at least up until Heroes Reborn which is when I stopped reading) could never run as fast as a car or stop a helicopter from taking off by simply grabbing it. The super-soldier serum in the comics gave him peak human strength and speed, not superhuman strength and speed. Steve grabbing Bucky's chopper was a John Walker feat of strength.
He even got the best of Spider-Man in Civil War, SPIDER-MAN, so he certainly isn't under-powered. Spidey is freakishly fast and strong. Though I actually love how they did it in the movie. Turning the momentum against Spidey and getting out of the webs through a martial arts counter-grappling technique. THAT was awesome. Because Cap traditionally isn't about being the strongest, fastest, or toughest guy in the room. He's basically an Olympic track star and power lifter rolled into one with an indestructible shield and fighting technique second to none.
In the 80's he fought Iron Man several times and I was always pissed that IM always got the upper hand. Cap would be all, "I can't use this shield you gave me, I'll fight with my bare hands instead" and then get his ass handed to him or once when he DID use his shield another guy needed help mid-fight and when he went to help the guy Stark came up behind Steve and paralyzed him with electric shocks from his gauntlet. Grrr. I never was granted a satisfying rematch. But thanks to the Russo Bros...vindication!
They could have titled this movie "Captain America 3: Cap owns the Marvel Universe" because he did! Got the best of Spider-Man, got the support of all the coolest Avengers, he had the wherewithal to recognize the real threat and then in the one fight between heroes that wasn't some misunderstanding that was broken up by a third party or distraction but was rather a true no holds barred "simply fight until the other guy is down for the count" between Cap and Iron Man and Cap won!
That is the biggest "Alpha Superhero" moment we've had in the entire MCU. Who's next? Thor? The Hulk? Cap took down the headline guy of the entire MCU, the foundational hero upon which everything that followed was built. Cap has utterly and truly arrived and is THE man now. No more "Call it Captain," or "Technically he's the boss" of Stark granting Steve top dog privileges.
Realistically, Capt shouldn't stand a chance against SpiderMan, a guy who is strong enough to lift 20 tons However, I thought it made sense that Capt was able to beat Spidey because he's a superior fighter with more battle/tactical experience and Spidey was probably holding back as well. Also, Spidey is a high school kid and only had his powers for 6 months, so he's really green.

I've always considered Cap to be boosted up to superhuman after the serum. His strength rivals Black Panther whom is enhanced and is even more knowledgeable in martial arts. He was able to chop Ultrons adamantium neck in half and shatter Iron Man's extremist armor. He's tackles enemies through walls and concrete. Dodges bullets and overpowers Beast. He beat an entire room of superhuman Asgardian trolls. He dodges cross bones energy attacks at point blank range. He clearly has superhuman durability when Warrior Woman punched him into the sky and he somersaulted onto a plane. He outran Atlaentiabs whom are far beyond any peak human. He withstood a fall of 200 feet easily. He jumped out if helicopters and left craters with his feet in the ground. Took a beating from Namor. He has pulled down a helicopter with two men inside with enough force that they came flying out the windsheild. Easily pushes a statue that weighs a ton by like it was nothing. These are just a few feats of his in a whole long list of others. He's superhuman as far as I'm concerned.How so? I think everybody at the airport was lucky they were facing a raw, inexperienced Spider-Man. Spidey is the hero that even Cap claims will be greater than them all.
