Pretty sure this makeup is for the masked mode only.
I hope we'll see him unmasked and fully burned in the actual movie.

I was going to reply that comic Crossbones was also a chump... just a well trained human, but I forgot he got powers from the Terrigen Myst. Doesn't matter though, there is no way MCU Crossbones will be shooting energy beams from his forehead in this film.
