Who the hell even opens "Hello" titled email? That makes no sense to me.

Well since Mr Howes refuses to answer any of my emails requesting a refund I figured I would try a different approach and send him a certified letter with signature confirmation.
Guess what I got in the mail today! The certified letter I sent to him stamped "Return to Sender Signature Refused."
I asked the mailmen exactly what that meant and he told me that the recipient (Chris Howes) refused to sign for it so it was returned to me.
The address was correct he just would not sign for it. Guess that about sums up his intentions.......

I dont even think his stuff looks very good. why did you guys pay him upfront for so many things?

Obviously I have no way of knowing what actually happened, so this isn't meant to prove one way or the other. This is simply a FYI.
What your mailman said isn't entirely correct.
I had a certified letter sent to me from my insurance company one time and it was also labeled "Return to Sender Signature Refused" and sent back to them. Problem: The mailman was so F'n lazy he never actually delivered it. You have to walk up two flights of stairs to reach my front door and apparently that was too much "extra" work for this particular employee. So instead, they kept dropping "Missed You" notices in my mail box. Which coincidently happens to be at ground level.
I kept calling the Post Office and complaining that no one was actually ATTEMPTING to deliver anything to me. Their response was "we'll try again". Well eventually nothing happened and I get a call from my insurance agent essentially saying exactly what you're saying: "Return to Sender Signature Refused". Which is complete BS because I never refused to sign anything. Because I never GOT anything to even have a chance to refuse signing for it.
So just keep that in mind bro. Again, might not apply to this but it's just to let you know.
The guys over at OSW added up a total of money he has taken in commissions to over $11,000.
So still no heads showing up?
