It’s definitely not himNow it could still beFrank who killed Hector, but I don’t think so. I don’t know if that would be a good thing for the character because he’s smart enough not to be tricked into killing somebody just by being informed “oh that’s a cop killer go kill him”.
I think he’s smarter than that and it would be a disservice to the character if he’s the one that killed Hector.

Now that I think about it, going back to what Hector said, If Matt didn’t give up being DD,Hector would still be alive! Matt’s going to feel real good next week lol.
So here’s everything that was changed in Daredevil: Born Again when the new showrunner took over:
Episodes 1-6 were mostly kept intact but were shifted to become episodes 2-7 instead.
All of Vanessa’s scenes were reshot to bring back Ayelet Zurer, though the original script remained unchanged.
White Tiger’s death scene was reshot to make it clear that he was killed by a dirty cop wearing the Punisher symbol. In the original version he was also killed by a dirty cop, but the symbol wasn’t visible on his clothes, and it only became clear in the following episode.
The off screen death of Foggy (originally killed by a dirty cop, NOT Bullseye) was removed. Instead, a new pilot episode was created extending and altering Foggy’s death, now at the hands of Bullseye.
With the new pilot they also add more background on Matt meeting Heather Glenn and Fisk running for mayor.
Karen was added back into the story, they didn't even mention her in the original version, like she never existed.
Bullseye also wasn't in the original version of the show.
They also made a new episode 8 and a new episode 9 (season finale), the season finale featuring the return of Karen, Punisher and Bullseye once again.
