From everything Kit has said, TW never purchased any units of Cloud directly from GameToys. GameToys wanted a deposit and TW refused to pay it, and so no orders were placed. It's possible some people did receive their orders, but they would have been after market sales, buying from local vendors who did place an order with GT, and then reselling it overseas, which TW is known to do for Hot Toys. Once the prices at local vendors got too high (which they quickly did, as this figure proved to be really popular), that become untenable and now people have gone months and months getting emails claiming the manufacturer delayed the product, which we well know to be a lie considering all the other stores already received their allotment.
I'd be willing to chalk this whole thing up to a one time fluke, but now we also have Queen Studios, an officially licensed brand that is allowed to operate out in the open, directly warning buyers not to purchase from stores that price their figures lower than the competition because they may not receive their figures, as a response to local consumers flooding their social media with messages about TW. Reading between the lines, it sounds to me like TW has refused to pay the deposit for the Queen Joker, too, so Queen can't guarantee that TW will get their stock.
At this point, it's a difficult position to be in considering pre-orders for Zack (and AC Cloud) have closed everywhere else, but it is very much a gamble to send any more money to TW at this point in time. Even if the store recovers and they fulfill Zack, I still wouldn't trust them with any future orders, because Cloud and seemingly Joker have set a precedent that they could do this again at any time.
