I would , too. It probably won't be this year to announce- way too much IM and now GoTG to pump out...and remember Avengers 2 and Ant Man next year...ooopps no time to do these!
I think Hot Toys knows it's important to include both Marvel and DC related toys in its line-up. Since Batman v. Superman isn't coming out for a while, that still leaves a bit of time in between the Marvel releases for figures like these or Arkham City. I'd still put my money on Arkham City this year, since Arkham Knight is coming out early in 2015.

I want a definitive Begins Bale. Not that TDKR ******** repainted into TDK, but a 2014 Yulli Bale. Begins was his best turn as Bruce and the Bat.
Yeah, if Returns, or Prometheus or BTTF or any of that stuff isn't shown at this year's SDCC, it's a good bet they're cancelled. I know I've personally written them all off as such. There's no way they'll have time for any of those with the end of 2014 and 2015 being a HUGE year for Marvel/Disney product. They already have a lot on their plate and most of these new releases are expected by Q2 of 2015! By the time they're done cranking out Guardians of the Galaxy, plus additional Iron Man 3 product, it'll be onto Avengers 2: Age of Ultron. The hype for that film has already begun and there's several additional characters to be made along with the original cast (Iron Man, Captain America, Hulk, Thor, Widow, Hawkeye and Fury). Then before you know it, the Captain America 3 and Batman vs. Superman hype train will be moving right along.
Hot Toys probably abandoned Batman Returns awhile ago, very doubtful their heart was in it. Think about it, back when the license was announced they were probably coming off a Batman high with their then new '89 DX line and the upcoming TDKR figures for 2012. That would explain their enthusiasm with the 1/4 inclusion too since Enterbay had been hyping that scale up at around the same time. Now that the dust has settled and there's more money making prospects with Marvel/Disney, these niche licenses probably are of no use to them and got the axe. After seeing what they've done with Rocket and Groot as far as one off, unique figures go, I don't see why any of us thought a Devito Penguin would be a task or challenge to them. He could have been a cool figure along with the other two. Oh well.
If by some miracle Batman, Catwoman and Penguin do come out, they'll most likely be $300+ and be doomed from the start.
Speaking of Enterbay, have they announced any new movie based figures in any scale since they released Robocop?
