It's the fabric,the hood in the game is soft and very thin,not sure it's silk but it looks like it.The lower part of the "Coat" with all the symbols is supposed to be leather too if i remember correctly.
That Hood looks so wrong,they half-assed it with wrong fabric,thick and looks like a hood on a winter coat.I bet you can't get it behind his head either without looking weird.

Part of the reason the hood would be hard to get right on a figure is the fact that the figure hood has to go over a rigid sculpted hairstyle as opposed to in the game where the character model has flattened down or even removed hair when his hood is up.

What's the first thing that goes through most collectors minds when a new pic of a figure is posted.
A. Wow I am going to point out all the stuff that looks cool
B. Look at all the things I have found that are off, I can't wait to have a good old moan about it to my friends.
Either way at least you're happy

Well, its good to moan about things that are wrong, we have learned by now that hot toys do read these forum's and they do make changes for the better.
What's the first thing that goes through most collectors minds when a new pic of a figure is posted.

For what you get with a HT figure their prices really aren't that bad. The quality is top notch, the sculpts are dead on most the time and they normally include a lot of options.

Gahh, this guy will look so awesome on my shelf.
It's too bad his weapons aren't metal, but I can live with it... I probably won't use them anyways. The hood seems a little too puffy too.
