Honestly, it kinda isn't. Though AoTC isn't the greatest SW movie and we all can debate the pros and cons of it. However, the film is a merchandise gold mine (only trumped by ROTS), between the clones, Jedi, battle droids and to a lesser degree, Padme's outfits lol. Prequel merchandise is at a all-time high right now and you can see it across all major companies for Star Wars collecting.
HT has a clone body and countless legions and characters that they can milk for a decade, and now they have B1 Battle Droids that can be used for a few repaints as well. Funny thing is, all 9 of their anniversary releases, besides Padme, C3-PO and Anakin, could of been used in their TCW or ROTS line. They just used the anniversary as a marketing excuse.
I agree, it really isn’t strange at all. Especially considering all the newfound or resurgent love and goodwill for the PT and TCW now.
Plus Howard likes the PT and I believe Anakin is his favorite character.

They could’ve gone harder honestly. A lot more Jedi they could’ve made. Clone officer variants too. But it is interesting that combined with past releases like Yoda, Dooku, and Jango, AOTC is arguably the most diverse and thoroughly represented line by Hot Toys, I’ll give you that. Only ANH is technically more complete.
The only major omission is AOTC Obi-Wan and that’s probably because there was one on the market and one imminent.
