It's definitely fake. If you google it comes up with links to fan sites and fan made art.
The number of my previous posts is not a measure for something being fake or not 
I did some search and you are right, it was fan made, but because it seemed real to me, I believed it at first. Anyway, this could be the most valid explanation. Here's another one, I like this one too:

In the novelization of The Dark Knight Rises (by Greg Cox) the Joker is said to be the sole occupant of Arkham Asylum.

As a kid Returns was always my favourite Batman film and it was the first time I was ever really fanatical about a film. Think I was about 9 or 10 when it came out. As I got older I realised its very much just a Tim Burton film and I get why a lot of people dislike it. But I was watching it recently when it was shown in tv and I came to the conclusion that the film is really just about Bruce and Selina. I remember Burton saying he wanted to use Catwoman as the villain and the studio wanted Penguin so they just used both, so I get the impression that the stuff with Bruce and Selina is what Burton wanted to focus on and is the film he wanted and the stuff with the Penguin is what he had to put in because it needed some big action scenes etc.
Also, I only then noticed that when Penguin is in the hall of records "looking for his family" he's actually getting the names of the first borns he plans to kill. Can't believe I never noticed that before.
Anyway, I know a lot of people dislike and even hate Returns, but for me it's up there with there with 89. This figure and Catwoman should make an awesome display.
The Penguin is a somewhat sympathetic character because he was thrown away by his parents. He's an orphan, like Bruce. Then there are the Biblical overtones, etc. Long story short, I think it was a pretty interesting movie.

Some pics the cape looked really great. Would be nice to not have to plunk down an extra $75 like the DX09 for a new cape.

Tell me about it. I just bought one from Tony for my DX09 and I was considering just getting two since I know I'll also pose the Returns figure with the "flipped cape" to show off the suit.
