Actually he DID have the black smears on his face in that scene
Did he? I saw it again today and I was trying to pay closer attention to the mask/unmasked/eye black situation.
It was dark in Pierce's house so it was hard to be sure but it didn't really look like he had the eye black on. He has the mask on without the eye black in the highway/street battle until Cap knocks it off and his face is exposed. So the masked HT sculpt is accurate based on that one portion of the movie. Aside from that the most memorable scene that he's wearing the eye black is during the chase after he hits Fury and he's wearing the mask as well. The majority of the movie he has no make up and no mask.
After seeing it a second time today I think the more accurate move would have been a clean face sculpt and a masked with eye black. HT did the opposite for one of two reasons; they didn't think the figure was menacing enough with the clean maskless face or more likely they dropped the ball and went with the movie poster as reference.
