Does the city hunter have any glaring issues that warrants an immediate 2.0?
You mean 3.0, but 100% yes that we need an immediate 3.0! The most obvious problem is the version 2.0's absolutely inaccurate head and bio mask. The version 1.0's head sculpt is quite accurate but the cartoony eyes look ridiculous, the inner mouth is too small, and the dreads stick out too much to the sides. Two other things that bother me about the 2.0 figure are the plasma cannon and wrist gauntlet. The plasma cannon on the figure is too small and flat, and I don't know why they added some ridiculous-looking long flat stick for maneuvering the plasma cannon. As for the wrist gauntlet, the blades are too curved.
 
In addition to Draqkerrr's post outlining the inaccuracies of the headsculpt, HT also for some reason dipped City Hunter's armour in poop. Just brown all over, completely ignored the various gold, bronze and copper present on the armour.
I actually don't mind the poopy-color armor 💩 I mean, I couldn't even really tell that his armor had gold, bronze, and copper hits to it since the scenes in the movie are quite dark. I have taylerdurdem's Hot Toys City Hunter mask but I think it's the older version so the paintjob is a lighter brown compared to his poopy-colored armor. I do wish I had the later version though to match his armor better.
 
Problem with Hot Toys is you just don't know if they're making a new figure because they see this room for improvement - i.e they have a sculptor who recognizes the inaccuracies - or if they're just making a new figure to keep the license and block competitors - they assign a competent sculptor but not one with any particular passion for the license - and we end up with just another one step forward two steps back figure like the 2.0 was.
 
Were issues (poop colour armor, canon and wrist blades) with the 2.0 noticeable prior to its release or did we always think it looked amazing until after it released where we went "actually this looks bad".

If a 3.0 is announced fixing all those issues, something else could be the problem until we have it in hand.

Collectors were vocal about the unmasked head, helmet, and cannon from the start. I remember being excited about the new paintjob since it was such an improvement over the 1.0, but puzzled as to why the head was downgraded.

People also called out the armor texture for being too rough and, oddly enough, that's the one thing Hot Toys fixed on the final product. Don't remember reading much about the blades or color at the time though. There were too many other egregious issues that jumped out, those criticisms may have come later.
