You really have no basis for that conclusion and if it were true why putz around and only do two figures, widely separated in time? The fact HT took this long to release the character and did this Landa headsculpt without a smirk shows they really do not get the film or the character.
I do have a basis: with their US distributor SSC, they price most of their figs at $149.99 (as of this year). The ones that are beyond that are due to features and license and perhaps some combination of the two.
Also, this has been stated before and from HT themselves, but final approval on likenesses are done by the license holder, not HT. HT presents several designs for the expression on the HS, but most of the the time, the people who control the licenses (the actor, the movie studio, their agents, etc) choose the neutral expression--it is not that they "Don't Get" the character.
I agree with Plasmid that they picked Walz because he picked up the Oscar nod. Plus he pretty much stole the movie, so it'd be strange for them not to do him. Why not do any other characters? Why did they even pick the IB license? I have no idea. It's generally some combination of the higher ups at HT like the property and/or they see an opportunity to pick up the license when the agents for that property shop it around.
Why do they "drag their feet" on releasing figs? As much as we can joke about sweatshops in China, HT is still a relatively small company and they only have so many resources. If you look at the Toy industry, it's always about the next thing. Only certain properties have a "staying power" and even these see constant changes on features, styles, and whatnot. There's a good case about HT chasing licenses and not really building a line, but really that's who they are. They make a few figs for certain licenses and then they move on to the next thing. It can be frustrating for those of us waiting for certain figs, but yet the company still continues to grow as a business.
