Yeah you love being right.Both are still wearing their ‘coats’ at the end of Fellowship, as they do in most major scenes of that movie.
They leave Amon Hen with them, then ditch them in TTT after crossing Emyn Muil, before being captured by Faramir.
Since all three movies were filmed together and costume test images were all available before the first movie released, I wouldn’t take an image used to promote FOTR as being indicative of a look primarily associated with that movie alone.
Although every character adds layers or removes items of clothing depending on the climate of the region they’re traversing, the image of Frodo and Sam both without their jackets/coats, dirtied, and wearing the Elven cloaks is far more associable with The Two Towers and Return of The King than FOTR.
In fact, I don’t believe there’s a single scene of them jacketless with the Elven cloak in FOTR- although I’m always happy to be reminded of any moment in LOTR.
TLDR: No, I’m right.
Now that you mention it, I can see that they’re wearing them in the promo image they used, so yes, they should bring those traveling coats as well (in addition to the Shire cloaks).
I just hope WēTā/INART includes everything relevant that appears in Fellowship of the Ring (2001).
