Yes, that's normal. It's meant to be dirt and mud splatter and that's how my foot peg fits too.

Edit, it does look like the other foot isn't fully in place though.

It doesn't touch the ground. Is it suppose to? Well, it barely touches the ground. Just the tip of the back foot. Is it suppose to like he just lifted his back foot off the ground?

No, my statues back foot is touching the ground. The foot should fit in the indentation on the base.
