The NECA is about 15 inches tall? Thought they were taller?

The seller says his, pictured above, is 15 inches tall- which led me to believe it was the Hot Toys release. If it is 15 inches then which one is this?
Does the NECA 22 inch measurement include the tail, or is that foot to head?

That is definitely not the HT Aliens figure, and definitely is the NECA figure.
