Yeah, which is the same name as a Transformer I think. This happened with a lot of characters that Hasbro didn't shore up the name rights to.
No Hawk either, but the ugly purple version of Steel Brigade....
I think Shockwave is likely as a Sideshow figure. Despite being a later release, he is very popular because he looks so cool. Plus, he is a masked character, and Sideshow seems to like those.
Shockwave would definitely make for agreat 1/6, although I guess the same could be said for just anyone pre-'90. There was an issue of Secret Missions that featured him as the main Joe (or one of 'em). He and Hit & Run are definitely my favorites from '88.
I loved the Shockwave figure as a kid, but in the 7/15/09 Ask Sideshow, the following was asked:
"I love your G.I. Joe Series! I’m happy that Beachhead is currently in development. Will you be doing a 12-inch version of Shockwave? The SWAT Unit?
Sorry to say that Shockwave is not currently in development."

Yep, Repeater was '88. The "L" shaped camo was big that year even Storm Shadow had it.
Hit & Run had a chest and bi's that were stacked right!?!??!?
Hit & Run was small like Tunnel Rat.
