Also, I don't think Die Hard killed the Arnold/Stallone era of action heroes, because both continued making successful action films in the 90's, but it opened the door for actors like Nicolas Cage, Travolta, Keanu Reeves, Tom Cruise, Antonio Banderas, and Will Smith to make action movies, and be taken seriously as part time action heroes, since they were more versatile and able to work in different genres.
That continues to be a trend with Liam Neeson, Denzel Washington, and just about every young actor making superhero films. Only Vin Diesel and Statham remain as full time modern action heroes, if you don't count the martial artist actors.
Where does Dwayne "The Rock" Johnson fit in there?
Well, he started his film career in the early 2000's making action movies, with the exception of "Be Cool", which was a gangster comedy, but his action movies didn't do well at the box office. He followed the Arnold formula initially by playing a Conan style character in The Scorpion King, and eventually doing Sci-Fi action when he made "Doom" but all those films failed and by 2005, his action movie career was on life support and he had to rebrand himself by making family movies and comedies, which were successful.
He never gave up on the action genre, but for every successful family film he made, his action movies failed. Then he got jacked and joined the Fast and Furious franchise as a supporting character and later GI Joe, but when it comes to movies where he's the star, he just can't find success in the action genre, unless they're family films and comedies.
The Rock just hasn't been able to get a signature character or characters like Arnold, Stallone, and Willis. Maybe Black Adams will be his signature role.
The Rock is prolific, and has made a lot of movies, but nothing that will stand the test of time or culturally relevant or impactful. Again, his most popular franchise belongs to Vin Diesel, he's the main star.

Hold on let me throw away my Rocky 1-4, First Blood, Predator 1, Conan 1, Terminator 1 and 2 and True Lies movies and replace them with The Rock’s movies.

Dwayne Johnson is a likable guy but he hasn't played a single character that was even as memorable as "Thunderlips" let alone Rocky, Rambo, Conan, Terminator, Dutch, Quaid, etc.
He led off with The Scorping King which was basically his "Mr. Freeze."
Same with Dave Batista he will never be an Arnold or Stallone BUT he is in better movies than the Rock.

He also has a very iconic character that will give him generations of fans.
