Based on the games we see Clone Snake as the legend,Big Boss was only 1 game.Big Boss was the Original,and probably could have had more story behind him,which makes him the legend.

yup he does and kojima said that old snake resembles to angel eyes from the movie the good the bad and the ugly, well i dont see any lee van cleef on him
