Yes, Namor appeared in AVENGERS #4 (and also #3), but NOT as an Avenger; he was an adversary in those issues. He didn't join the team as a member until the 1980's (not sure of the exact issue, I seem to recall it being in the 260's or 270's). He certainly can't be considered a founding member. Marvel cheats a bit in including Cap as a founder, though it can be argued that the team had little history prior to his joining, and he really became the glue that held them together.
