I doubt it is a boardie here (though that's possible). It's just simple supply and demand. . .and a lack of scruples by the seller. If they see a BIN selling too fast, and then see ended auctions going for more and more, then they'll put two and two together pretty quickly.
As for the feedback issue, I wish even that were a legitimate fear for sellers. Unfortunately, eBay's feedback system is a farce. Apart from the fact that buyers can't receive negative feedback at all now, any negative feedback disappears after awhile (I think a year), so sellers can just go along their merry way without fear of long term consequences.
