It's The Mandalorian so nothing can be completely ruled out but I don't think Snoop's cousin was an important enough character to make. Greef is way more important to the show. And she would certainly be behind clean Fett, Cobb Vanth, and Fennec. I would guess she has about the same chance as Bill Burr.

Six months ago, I thought no way we ever get secondary characters like the armorer and Kuiil. Now, I would be shocked if we don’t get Cobb and koska, even greef. But we couldn’t get baze or the Death Star trooper?

To be fair, Luke and R2 were essentially the last new characters added to S2. Makes sense that we still haven't seen them yet.

If you ask me, I rather they release more Bad Batch and Clone Wars and just release Fennec and Boba for their show at the end of the year to kick off the show.

I think Mando Luke was the last of the Top Three Mando Figures we were all mostly betting on: Mando v3, Luke Mando and Armorer.

Were there others? I feel like I'm forgetting one. Cobb Vanth is also up there due to consistent popularity around here, but so is Koska Reeves I suppose.

I think Kuiil would need to be in that initial top 3 list, bumping off the Armorer. But now only Mando Luke (deluxe with R2) is the big missing figure.
