I would expect that in choosing potential PFs, there is a mix of how popular the character is, what kind of possibilities it represents for the mixed media format, and also how well represented it has been in previous lines. You are always going to get a Frodo and a Gandalf, but I think that by starting things off with Lurtz, they showed they this line would pay attention to characters that were overlooked or remain in demand after omissions from the Sideshow/Weta line. Plus, Lurtz gave them a chance to show off a great paint job and introduce real metal armor into the costuming.

For example, I would expect a PF Morgul Lord because of the mixed media possibilities with the crown and armor pieces, rather than the basic Ringwraith with just a cloak.

I also think that Eomer and Faramir would be contenders in either PF or 12" line since the fans are still asking for them...

Lurtz definitely WAS a main character in the film version of FOTR.
He was the one who killed Boromir for goodness sake!

I'm undecided whether I stick with the LOTR PF's, but if I do, Fountain Guard, prologue Elven Warrior, would be my choice as well. Although I know that a polystone Legolas is completely different from a PF Legolas, I've seen enough Legolasses, Gandalfs, Gimlis and Frodos. Let's see some characters we haven't had yet! There are still more than enough to choose from: Faramir, Denethor, Haldir, Sméagol (as seen in the ROTK prologue), ...
