Not sure what planet you live on, but here on Earth, in the US, people pulled over high get busted for DUI (or DWI depending on where you live). Hell, even having a blunt in the ash tray when you're pulled over for speeding results in a drug-related citation.
I know it is against the law but at least everyone I know that smokes usually drives high. Being high doesn't stop them from getting into a car.
That plus the fact that the anti smoking commercial was made about the guys killing the girl in the drive-thru means that they need to show people driving like that is dangerous, and a lot of people probably do it.
Plus there is no such thing as designated driver when it comes to pot. more like puff puff pass the drive.
