That's an assumption. Haven't seen anything official stating that it WAS PG-13 and that Fox decided to change it to R. From everything I've seen, no one knew for sure. It was all speculation and in the end, Fox decided on an R rating. Unless I missed some article!?

Dude, if I was 14 again then hells yeah I would be pumped to see this flick. So would you! I just wish I was old enough to have seen the originals in theaters back in the day. VHS ftl

Fox wanted this to be a PG-13 a while back. Because of the huge budget.
They filmed both versions to be safe.
No one was editing anything, but they did want to play it safe.

Again, that's speculation. Not officially from Fox. So it's not a fact.
See, that's what I mean. That's different than "It WAS going to be PG-13 but then Fox decided recently to make it R". That's wrong. Based on what I read, and based on what you wrote it sounds like Fox wasn't sure which way they were gonna go and were waiting for feedback (audience/internet) on it before making a final decision.
IMO..
Lukewarm to Cold = PG-13
Overwhelming Support = R
And so far, I haven't seen anything negative about it. So the R rating doesn't surprise me. But again, this film was never rated PG-13.
