I think it's wise to state that. I only ship to confirmed addresses and so far no one has given me problems about it. One time someone ignored it and I sent them a refund right away. Then they got their address confirmed and it was all good.
Usually people with confirmed addresses are more serious and not out to scam because they have to provide certain documentation that links them to their PP account.
what about international ebayers though? most of them cant have confirmed addresses...and usually international buyers are the ones looking for stuff since they have a harder time getting it from retailers...

Say someone with excessive negative feedbacks purchases one of your auctions and has sent you payment right away. However you have a feeling that if you send the item to them, they will cause you trouble. How do you go about canceling the transaction without the buyer being able to leave you a negative feedback for it?

I don't know man. IF P!tu doesn't pay this his credit will take a major hit and also they will never leave him alone. I have never been reported to a collecting agency but my friend has and she gets called almost 24/7. I would pay it just for the piece of mind it affords. $900 isn't all that much in the end and it surely isn't that much to pay for some peace. IF he wants to make a moral stand for that amount of money than fine but he will surely pay for it in other ways.I just want to point out two things.
First, take Charlie to small claims court. You have a very high likelyhood of winning and it will hurt him more because he will also have to pay court fees (heck, maybe we can even see you on Judge Judy).
Second, you're credit will not be RUINED over $900 from pay pal. It will go down, but you can build that back up. I wouldn't pay them. I would close the account. If they dip into your bank you can actually file with your bank and have them take the money back from PP. I accidentally paid the US govt. too much $$$ on my student loan (paid it off twice because of a website error). They told me it would take 90 days to refund the overpayment. I contacted my bank. Filled out a sheet of paper stating that the second charge was not authorized by me. My $$$ was back in my checking account the next day (I was banking with BoA...I think all the big banks can do this though).
I will be paying the money!! i made a Big mistake so i will pay for it! i got no problem!! i really dont want the Collection agency calling me all the time!
And about the court thing! i have no proof. there was no contract or anything. is it even worth it?
The court thing isn't worth it in my opinion. A verbal contract may hold up in court but then again it usually does not. Always require a written contract for anything you do. Since it was a friend then you really didn't expect anything to go wrong though.
The time you have to set aside to go to court and the frustration you will go through for just $500 isn't worth it. Sure $500 is a lot of money but it won't be the end of you and now you are all the wiser and know which friends are legit.
Man!!!! yes!!!!! Funny thing is this guy wanted me to get on all this **** about making money!!! can you imagine if it got to that point and then BAM!!! were short $10,000 and he pulled the same crap he did with the $500!!!!
Im so glad it happened now and it was only $500!!!! MAN!!!you have no idea!!!!
