Damn traffic! mine was like 3:00:24 or something to that effect and I had to order while driving as I was stuck in traffic due to a partial bridge repair.

I think it's Incredibly Generous for Jerry to just give these away at no additional charge.
I've Never seen any other company just give away Artist Proofs before.

It really depends on which manufacturer made the AP and how they use it.
Some will use this as their presentation piece to acquire licensing, so that they can get the green light to mass produce.
Others will have the AP version painted by hand and sent to some overseas factory as their sample to copy from when mass painting the regular production pieces.
Either way, AP's are usually among the first to be completed of a piece that is to be mass produced.
