For a 1:1 piece you may be right - that could work I guess.
For smaller scales, not sure of the benefit of this over having alternate heads.
The only GK that IMMEDIATELY springs to mind that had a mask that DID fit over the face was the original SuperEdge (AKA Nayuta) Shiraiwa Hayes P1 "Hunter of darkness". I have a buildup of that along with a couple of raw kits, and the mask fits nicely over the unmasked head. HOWEVER - the quills are sculpted flat against the head.
