I can agree with you there, most of the time it is a darker shade, but I still wouldn't send it all the way back to Indonesia for something you are fully capable of doing. I have a strong feeling this will solve your problem:
Of course, you don't want to actually spray it, you're gonna want to brush paint it. This company's fabric spray paints are what I used for Barry's and Forest's vests, though I used a lighter blue for Forest. To test it, try dabbing a little bit on the inside of the pants at the bottom or maybe under the shoulder pads. That way, you can see what color it turns out, and if it's no good, it'll at least be hidden under the boot/inside.

I'm looking to use leather / lace boots I think with the lace it makes it look more realistic . I havent found a pair yet though

Glad I didn't get too far on Jill because I decided to do the same as you, ordering from Psycho Customs 
All that's left is Barry's head, Jill, Kenneth, and Edward. Granted, I did finish Edward's head sculpt and have pics of him, but the parts were borrowed just to show him off prematurely.

I love that suited Wesker. It kind of makes me want to bash one now that theres Wesker heads knocking around for cheap on ebay. Alas it is but near the back of the list of what i need to do though. Code Veronica Chris is pretty much done just need to "pony up the dough" for a headsculpt for him. 3.5 Leon is nearly done. Ideally id like to make a CV Claire Redfield next but im also pretty fond on the idea of making Steve. But if anything it will be Claire next just so i can give Steve the golden guns she comes with.
