Depending on the type of horse a good shoulder ht. average would be somewhere between 56" and 68". Split the difference [64"] and you're looking at a PF ht. of 16". Add another 10-12" for the rider, and that's if the rider is sitting upright, and you have a PF somewhere in the 28" range, which is certainly feasible.
As for the Cave Troll, a simple trick to keep the ht. manageable would be to do exactly what SSW did with it's CT and SS did with Abomination, namely have him crouching/leaning somewhat.
Other than length, there's no comparing a speeder bike to a horse. A speeder is, what?...two or three feet high? A horse is easily 6 feet at the shoulder, and considerably more massive. Think average housecat made entirely out of polystone.
As for Abom, are we 100% sure it's being produced 1:4 scale, or that they're basing it on the reported height of 16'8"? Let's say a cave troll is 12 feet tall; at 1:4 scale, that's three feet standing upright. And if we go with the 17 foot height as also mentioned, it'd be over 4 feet in height in PF scale.
This is assuming, of course, that Premium Format statues are universally produced at 1:4 scale.
