It will be relatively easy to determine whether or not the rumors of nearly half of 40% of the movie being reshot end up being true, because there is almost no way the movie would keeps its December release date.

Unless they do what game developer Bungie did with Destiny.. (They actually changed the entire story and rewrote to match what elements were left) retool around the VFX sequences? the big expensive sequences remain mostly untouched. Retrofit to the VFX work that's already been completed and in progress. Minimise the re-do.
It's been done before. Especially since it seems like a tonal issue that Disney has, maybe they are re-doing as much performance and dialogue as possible around the core VFX narrative. Like you say there is noway they could change that much of a movie this late in the day. I'm actually still not sure if this is a good or bad thing if true. They may actually be improving a dud directors cut or they could be castrating a gritty SW movie.
Either way, SOMETHING big is happening behind the scenes, there is never this much smoke without a major forest fire.
Time will tell. Can't imagine them losing that release date either.. too much $$ riding on it with merch.
