I wonder if a 2-pack will have 1 or 2 (1 for each figure)?

I'm guessing a holo-Cody for Sidious... "execute Order 66"

For Palpatine, I have no idea. He didn't hold much that I can remember. Force lightening and saber should be standard for the 2-pack, so what else would it be?

A cloak would be cool -- the cloak Palpatine puts on after transforming.

No. It will be the Yoda duel Emperor. He looks and dresses nothing like the ROTJ emperor and you can be 100% sure that Sideshow will make an ROTJ Emperor... Just not for a while. :emperor

Plus to be true to matching film appearance, despite the general look, ROTS deformed Sidious had a fuller face than ROTJ, but that's to be expected when he's 20 years older than the first time around.
