Well first one probably was due to the marketing they did. Over market it so it hits LFLs radar yeah they are going after you.
Second one sounds like they guy was approved so it would not be technically unlicensed.

Gotta say the Stormtrooper and Emperor PF looked pretty bad in the pictures from SDCC. Glad the 1/6 versions turned out better
