Because Pops isn't a T-800 or a cyborg. It's just Arnold Schwarzenegger being Arnold Schwarzenegger in a vehicle for Arnold Schwarzenegger shenanigans, just like in T3 where the humor is at the expense of the "character".
Under Cameron's direction, the T-800s were ****ing robots. They were cold and machine like unless they learned some personality (**** you ass hole, Hasta la vista, etc.). We weren't laughing at them because they were dead serious. Even "I'll be back" was subtle and more of a matter of fact, "stay here, I'll be back", not a "lolz, he said it" moment.
When the T-800 saw Sarah in Tech Noir, he wasn't like "hello" before pulling out his gun. When the T-800 and T-1000 meet for the first time in the hallway of the galleria, they don't say a word to each other because they're programmed the same way. It's nothing but glances and looks. If he didn't have something important to say, he didn't talk. Since T3 though, it's all about treating the Terminator as Arnold with awkward humor.
Why does Pops tell the T-800 "I've been waiting for you." How is that tactically advantageous? "Good" Arnold in T2 never said stupid pointless crap like that before engaging an enemy.
