Undecided on the suit (don't dislike it on initial view, which is a good start), but he certainly seems to fit in the suit more like comic Spidey than Tobey did.

We are seeing it out of context. His hair is more matted to his head than the previous Peter pic....what if he were just in the sewer fighting The Lizard? He'd be wet and it'd be shiny....

Regarding the maskless promo, I think they're just trying to establish Garfield as Spider-Man early on.

Also, the red in the suit looks like it's made up of Sport Court.
