He's been co-publisher of DC for a while and usually the buck stops with him with the character designs now. He designed all of the New 52 JL costumes and was also lead designer on the DC Universe Online game, which featured a lot of armored crap very similar to this. I wouldn't be surprised at all if he were directly involved with this upcoming game as well.

Personally, I can't stand him. He reeks of 90s comics. The bad kind.

Not necessarily. If you were following the "new DC books" you'd know that Jim Lee redesigned everybody for the new launch. So if there's a donkey in the midst, 'tis not I.
