I do like Season 2. It does have some great moments. Plus, you can't beat Hershel's unlimited ammo in the last episode.

In regards to Season 4, the Governor's episodes are the only ones that can rival anything we've seen in Season 1 & 2 (IMO).

Comparing season one to the other three seasons isn't really an apples to apples comparison since season one only had six episodes not sixteen. I would think structure, plot, character development, etc is bound to be different when you have ten more episodes to work with. One could even argue that the fourth episode of season one was a filler with the nursing home and Jim digging holes.
That being said, the only fact I know is that I've enjoyed all four seasons so far slow moving plots, fillers and all!
