I think Gandalf the Grey needs to be first so we can complete the original Fellowship. I really don't see a whole lot of other characters besides them being made. Theoden, Faramir, Saruaman, the Raiths, etc. being exceptions. I'd be very surprised to see any more total than the amount of Star Wars figures already announced.

as the saying goes, a hero is measured by his/her enermies. ringwraith would be great since you can get a bunch of them and have the whole set. (how many were there? 5-6?) And witch king, and mouth of sauron. Those are the ones that Aragorn and others fought.
