They're both pretty close, it's really hard to pick one over the other. They both look great, and they're both great people so it's hard to say. I said Leia though.

After reading up on these it seems most of the votes for Padme have been for Natalie Portman, and most of the votes for Leia have been for Leia more so than Carrie Fisher.

If the question is between Leia and Padme, and not between Fisher and Portman, then I think it's obvious that the Princess had more fire, more spine, and more brass. She also had the better body.
Padme is beautiful. Easily more beautiful than Leia. She's infinitely more refined when it comes to most of her physical features (as in, everything but her body), but what about soul??? That says it all. Padme is like an angel, but Leia has horns, and a long, pointy tail that she probably plays with way too much.
There really is no contest. The slave outfit was just the final revelation of what had been burning up those first two white costumes.

I think she's a hotty too, first time I saw her not as Padme's decoy in Pirates 1, I thought damn, 2 girls as hot as Natalie, that's some double mint gum I'd like to chew haha.
I think Keira's edgier and may have given Padme a bit more tude, but I've always felt Natalie didn't or wasn't allowed to show off her abilities. She's a much better actor than Star Wars leads you to believe.
