It's about showing an adminstration giving ligitimacy to govt
over reach and intrusion in a domestic setting under the guise of increased public security and well being.
That's what the Sentinal program is about in the Xmen comics.
And since it's turned into an even worse program by hunting down all those poor lovable mutants let's make sure it's associated with a famous conservative administration.
Because liberals would never be part of that...

I wonder if they will actually go to the lengths of resolving these possible continuity issues. For some matters they will probably consider that not many would actually be scrutinizing these details expect hardcore fans. Of course there is no way they can tie up all loose ends, but I do hope they plan to address at least some of them in the movie.

I'm sure those "historical" depictions will be used in some sort of Singer montage to show the growing menace of the Sentinals and of course it never hurts to have a few "guilt by association" moments in there. It's de rigueur with the Hollywood crowd.
