X2 had 12 superheroes and villains.
XFC had 12 superheroes and villains

Avengers had 8 superheroes and villains

X-men has always been bigger. And this film is only 4 characters over the previous character counts

Singer never went overboard with the cameos, that was Ratners problem.

If i recall Siryn and Colossus were the only cameos. Both from X2
