So you're telling me that if you were paying someone good money to build you a house and they put the garage in the wrong place, you'd be totally okay with it?
From what I've read, they decided they didn't want it there. The original plans had it right where it was. That's why it's costing them an additional 2 million dollars. If it was a contractor's mistake, they would have to eat that.
Frame and foundation don't cost 2 million dollars. If it did, none of us would own property. The bulk of that price was likely in the lot proper. I think you were reading someone blowing things well out of proportion. From what I saw and read, it was caught well before the finishing stages.
I have no idea, I'm just going by what it says. They were working on the second floor and the house was a mansion, so I can see it costing that much for what they had done. It looked huge by the pictures.

Looks like the story's been updated. Anyway, it's in Southhampton, NY and that's an expensive area.
I just hope they recycled some of the stuff they tore down.
