Ah, not always of course, but theoretically it should be. At the minimum, at least just as good.
There have been instances indeed where HT has regressed with figures, but generally, they do improve. I don't think strike suit Cap is as bad as what some people make it out to be; the chest is just flat and the arms have limited mobility due to the suit's tightness. With the exception of the chest (in its defense, no suited Cap up until AoU Cap really had a beefed out chest [civvy Steve has a relatively good chest in my opinion]), I did feel they improved the overall size of the figure's body in comparison to previous Caps. It was also HT first time making a Cap figure with that style of suit. When AoU Cap came around, they kept the same sized body, but beefed up the chest and increased articulation in his arms (areas where the strike suit Cap failed).
CW Cap has this same style of suit again, so I don't expect HT to deviate much, if any, from the body they use for it (including the beefed out chest) and expect it to have the same range of motion in the arms as AoU Cap. They may even adjust the knee pads on CW Cap to be centered more over his knees.
The only thing I may question, is the headsculpt(s) they will use. I believe the non-helmeted sculpt for AoU was the same sculpt they used for civvy Steve in the WS dual pack, but they just repainted his hair to have a bit more of a goldish tint and also repainted the eyes to have him gazing to the left, to differentiate it from the civvy Steve sculpt. Both headsculpts in my opinion where phenomenal. However, I don't see HT recycling the same headsculpt on three figures in a row, so it will be interesting to see if they fabricate a new one, or do indeed recycle that headsculpt (assuming CW Cap will also come with a helmeted and non-helmeted sculpt).
Then again, I could be entirely wrong and they do indeed regress with CW Cap. But all of the aforementioned is just my prognostication.
