Was he this tall in the movie? He seems to be even taller than Hulk, there's no space to display him at all!

I believe Ultron is supposed to be about 8 feet tall, so 16 inches high in figure form. That looks about right.

And most people who have him measure the Hulk at around 18 inches in height.

Yeah he was huge in the movie. Remember the truck and cradle scene? Cap throws his shield up at Ultron and it hits him in the shoulder. Caps well past 6 ft in the films (the character not the actor. Actor height doesn't much matter). And there's other scenes as well. But yeah, he's big.

I also am really looking forward to this figure. Should look great on a shelf

As for the Ultron evolution...yeah pretty much. Except he can also be Ultron prime multiples at same time. Also take over the snentry drones.

I don't know how much credence we really ought to give this, but...

In some photos, where the Ultron Prime figure is closer to the foreground, he looks absolutely out-of-scale compared to other AoU characters. We'll just have to wait and see if HT got it right.
